You collect Scope 3 supplier emissions data by prioritizing the suppliers that matter, sending a specific request to the person who owns sustainability or environmental data at each company, and running structured follow-up until you receive usable data or document a defensible estimate. Supplier cooperation is one important route to better inventories and reductions, but the request must reach someone who can answer it.

Which suppliers should you prioritize first?

You do not need primary data from every supplier. Rank suppliers by estimated emissions contribution and improve data first for the activities that matter most.

  • Emissions ranking: Use your Scope 3 screening inventory to identify the largest sources.
  • Spend proxy: Use procurement spend when emissions estimates are unavailable, while documenting that spend may rank suppliers differently from emissions.
  • Category risk: Prioritize raw materials, energy-intensive manufacturing, and transport-heavy categories even when spend is moderate.
  • Batch in waves: Set a batch size your team can support and follow up before scaling.

Under the current SBTi Corporate Near-Term Criteria, Scope 3 targets must collectively cover at least 67% of total reported and excluded Scope 3 emissions when Scope 3 represents 40% or more of total emissions. That is a target-boundary rule, not a requirement to contact 67% of suppliers or collect primary data from all of them.

What data should you actually request?

Match the ask to supplier maturity. Start simple and deepen over reporting cycles. The following levels are a practical planning model, not an official GHG Protocol or SBTi taxonomy.

Provide a spreadsheet template with exact fields, reporting period, and deadline. Vague asks get ignored.

How should you frame the request?

Explain why you need the data, how it will be used, and what the supplier must do.

  • Why you need it: Connect the request to a named climate target, accounting decision, customer requirement, or applicable disclosure obligation.
  • Why it matters to them: Tie participation to sourcing decisions, annual requirements, or free tooling if you offer it.
  • What exactly: Named fields, format, reporting year, and a specific due date.

How should you measure response?

There is no defensible universal response-rate benchmark for Scope 3 supplier campaigns. Define your denominator and track several outcomes separately:

  • request delivered;
  • supplier acknowledged;
  • supplier submitted something;
  • submission passed your acceptance criteria; and
  • supplier progressed toward a target or reduction.

A high reply rate can still produce little usable data. Plan capacity around accepted outcomes and overdue next actions, not emails sent.

What follow-up cadence works?

The following is an example operating cadence. Shorten or extend it based on the deadline, supplier burden, and existing relationship.

  1. Day 0: Initial request with template and deadline.
  2. Day 14: Reminder to same contact.
  3. Day 28: Alternate contact. Offer a 15-minute walkthrough call.
  4. Day 42: Escalate through procurement or executive sponsors.
  5. Day 56: Final notice. Non-response goes into supplier risk records.

A Senior SQE at a Fortune 100 life sciences company described the default failure mode: “You reach out 2, 3, 4, 5 times. Nobody responds. You just give up.” A defined cadence prevents that.

What do you do with non-responders?

You still need numbers for reporting. Document which suppliers gave primary data and which were estimated.

  • Spend-based EEIO factors (most common fallback, accepted by GHG Protocol, CDP, and SBTi)
  • Industry-average intensities when sector data exists
  • Hybrid: Use primary data from responders to set category intensities for silent suppliers in the same category

Track the share of the inventory calculated with supplier-specific data and improve weak data in high-emitting activities over time. Preserve a consistent method or document recalculations so methodology changes are not mistaken for emissions reductions.

How does this work as a multi-year program?

One possible progression is:

  • Year 1: Highest-emitting activities and priority suppliers. Level 1 or 2 data. Establish baselines.
  • Year 2: Expand coverage. Upgrade Year 1 respondents to Level 2.
  • Year 3+: Product-level data from key suppliers. Integrate into procurement decisions.

Do you need data from every supplier?

No. Prioritize high-emitting activities and use documented secondary estimates where supplier-specific data is unavailable. If you have an SBTi target, calculate its coverage under the current 67% collective Scope 3 target rule rather than treating that threshold as a data-request quota.

What if a supplier has never tracked emissions?

Start with Level 1 activity data (energy use, location, volume). It beats spend-based estimates and is a realistic first ask.

Does CSRD change the urgency?

For companies that remain in scope, current ESRS requires climate disclosures when climate is material, including significant Scope 3 categories. The 2026 EU changes narrowed CSRD scope and limit information that an in-scope reporter can demand from protected smaller value-chain companies solely for CSRD reporting. CSRD creates duties for the reporting company, not a direct reporting duty for every supplier.
